Created by Decree of the Council of Ministers No. 209 of 23.09.2003 as the first school for diplomatic training in the modern history of Bulgaria.


Assoc. Dr. Zdravko Popov has been appointed director. The first international collaborations, the diplomacy course for intern-attaches and the internship program have started.
Prof. Milan Milanov becomes director. The course in military diplomacy, the Winter School of Diplomacy begins and the first issue of the magazine "Diplomacy" is published.
The library fund of the Ministry of Foreign Affairs is entrusted to the Diplomatic Institute. The first seminar on energy diplomacy begins.
Tanya Mihailova becomes the director. Training programs are expanding. The institute trains over 2,000 civil servants for the Bulgarian presidency of the EU.
During the pandemic, the digital presence is intensified. The institute became a pioneer in scientific diplomacy and the fight against misinformation.
Modernization and Digital Transformation of the Institute
The Diplomatic Institute was established by Decree of the Council of Ministers of the Republic of Bulgaria No. 209 of 23.09.2003 as the first school for diplomatic training in the modern history of our country.
On January 1, 2004, Assoc. Dr. Zdravko Popov was appointed director. The first international collaborations were established. The beginning of the diplomacy course for intern-attache, which subsequently found a key place in the institute’s training program. The internship program has been introduced. The National Advisory Council and the International Advisory Council of DI have been approved.
In 2006, the director of DI became Prof. Milan Milanov. For the first time, the military diplomacy course is being held, as well as the Winter School of Diplomacy for young diplomats from the Balkan and Black Sea regions, which has become a permanent regional training format.
In 2007, the functions and status of the Diplomatic Institute were regulated in the newly adopted Law on the Diplomatic Service. The institute began to develop its publishing activity, and in 2008 the first issue of the bilingual magazine “Diplomacy” was published, which became its emblem.
From the appointment of Tanya Mihailova as director of the diplomatic institute in 2012 until today, his activity is associated with permanent trends in its development. The scope of training activity is gradually expanding and now includes training in public and digital diplomacy, protocol and etiquette, pre-mandate training, management skills, etc.
As a natural manifestation of the accumulated administrative experience and expert capacity, the Institute is involved with training in diplomatic skills in the preparation of over 2,000 civil servants for the first Bulgarian Presidency of the Council of the EU in 2018.
